Cosmos, when a release branch is cut or a release candidate tag is proposed, run a full readiness review. Inspect merged changes since the last release, failed or flaky tests, open P0/P1 bugs, unresolved security issues, pending database migrations, feature flag states, observability dashboards, support macros, docs updates, changelog drafts, and rollback plans. Score each area as green, yellow, or red. Block release on red items, request owner sign-off on yellow items, and produce a ship/no-ship recommendation with blocker links, mitigation steps, expected customer impact, rollout sequence, and rollback commands.
